Republic of Vietnam (South Vietnam) 1960
A semi-postal stamp with 3 đồng for postage, and a surtax of 0.050 đồng.  Surtaxes were often for charities, or public programs.  In the 1950s-1970s South Vietnam issued several semi-postal stamps to fund health related causes, in this case the Anti-Tuberculosis Fund.

    I would never have noticed that was an x ray machine (My eyes were on the wires!) Good observation.
