The E-Rate stamp was issued to correspond to the new First-Class postage rate known as the E-Rate. The Earth on the E-Rate was a conscious decision made to improve the formerly "drab" look of non-denominated stamps.

Commemorating the 100th anniversary of the Land Law Act,
which gave, in part, tenant farmers more long-term security, lower rents, and rights to sell their tenancy to others. This was known as the "Three Fs." Fair rent, fixity of tenure, and free sale.
So long as their rent was paid, they couldn't arbitrarily be evicted, as shown on the stamp.
The "Three Fs" above reminds me that next week our theme will be F!
